Meeting rooms, training days and networking evenings \u2014 all taxed in Belgium, all declared at home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then the business started travelling. The team took its paid leadership workshops to <strong>Amsterdam<\/strong> and <strong>Cologne<\/strong>, added a <strong>live-streamed edition<\/strong> for people who could not attend, and sold <strong>team packages to companies<\/strong> alongside individual early-bird tickets. Three foreign VAT questions appeared at once \u2014 and their Belgian accountant, excellent on Belgian VAT, could not answer any of them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>This case study is based on a real client situation. Names, locations and figures have been changed to protect confidentiality; the VAT analysis and the solution are as delivered.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The starting point: what they thought vs what the rules said<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The venue&#8217;s assumption was the intuitive one, and the wrong one: <em>we are a Belgian company invoicing from Belgium, so we charge Belgian VAT and declare it in Belgium.<\/em> Four specific errors were built into that sentence:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Belgian VAT on Dutch tickets.<\/strong> Admission to an event is taxed where the event takes place, so the Amsterdam tickets carried Dutch VAT, not Belgian. Read the rule in our <a href=\"https:\/\/hellotax.com\/blog\/vat-on-events-eu\/\">guide to VAT on events in the EU<\/a>.<\/li>\n\n\n<li><strong>Corporate tickets invoiced without VAT.<\/strong> The team packages sold to German companies for the Cologne edition went out under reverse charge &#8220;because it is B2B&#8221; \u2014 but admission has no reverse charge. German VAT was due.<\/li>\n\n\n<li><strong>The streaming edition treated as Belgian.<\/strong> Sold to consumers across Europe, live-streamed events are taxed where the viewer resides \u2014 a rule that <a href=\"https:\/\/hellotax.com\/blog\/virtual-events-eu-vat\/\">changed on 1 January 2025<\/a>.<\/li>\n\n\n<li><strong>Foreign input VAT written off.<\/strong> The Cologne venue and AV supplier charged German VAT that nobody tried to recover; it was simply booked as cost.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">The analysis: same event, several regimes<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The first deliverable was not a registration \u2014 it was a map. Each revenue line was classified by format and customer type, because those two questions decide everything:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Herent (home) room hire and local events<\/strong> \u2192 Belgian VAT, domestic return. Unchanged, and worth stating explicitly: room hire is connected to immovable property and stays where the building is.<\/li>\n\n\n<li><strong>Amsterdam workshop, tickets to individuals<\/strong> \u2192 Dutch VAT, B2C admission \u2192 reportable through <a href=\"https:\/\/hellotax.com\/blog\/oss-for-services\/\">OSS<\/a>.<\/li>\n\n\n<li><strong>Cologne workshop, tickets to individuals<\/strong> \u2192 German VAT, B2C admission \u2192 OSS.<\/li>\n\n\n<li><strong>Cologne workshop, team packages to companies<\/strong> \u2192 German VAT, B2B admission \u2192 <strong>German VAT registration required<\/strong>. OSS cannot take B2B.<\/li>\n\n\n<li><strong>Live-streamed edition, consumers across the EU<\/strong> \u2192 each viewer&#8217;s country rate \u2192 OSS.<\/li>\n\n\n<li><strong>Live-streamed edition, corporate buyers<\/strong> \u2192 general B2B rule \u2192 reverse charge, no VAT charged.<\/li>\n\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Two foreign countries, six revenue lines, four different treatments. Notably, the Netherlands needed no registration at all \u2014 the entire Dutch exposure was B2C and fitted inside OSS.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The solution hellotax implemented<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Union OSS registration in Belgium<\/strong>, covering all foreign B2C admission \u2014 physical and streamed \u2014 in one quarterly return, with the correct rate per country.<\/li>\n\n\n<li><strong>A German VAT registration<\/strong> for the B2B team packages, plus the ongoing German filings. This also unlocked deduction of the German input VAT on venue hire and AV equipment directly in the German return, instead of writing it off.<\/li>\n\n\n<li><strong>Ticketing fixed at source:<\/strong> the checkout now captures format (in-person or streamed), attendee country and whether the buyer is a business with a valid VAT number \u2014 the three inputs that determine the invoice. Rates are applied automatically rather than corrected at quarter end.<\/li>\n\n\n<li><strong>Invoice templates per country and customer type<\/strong>, so every document carried the right VAT treatment and wording from the first sale.<\/li>\n\n\n<li><strong>A rule of thumb for the team:<\/strong> before announcing an event abroad, answer two questions \u2014 where is it held, and will companies be buying? Everything else follows from those.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">The outcome<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Correct VAT from the first ticket<\/strong> of both foreign editions \u2014 no back-dated registration, no penalties, no VAT paid out of margin that had been priced without it.<\/li>\n\n\n<li><strong>One new registration instead of two.<\/strong> A naive reading (&#8220;we sell abroad, we register abroad&#8221;) would have meant registering in both the Netherlands and Germany. Correct analysis kept the Dutch side inside OSS.<\/li>\n\n\n<li><strong>German input VAT recovered<\/strong> on venue and equipment costs, which offset a meaningful part of the compliance cost of the German registration.<\/li>\n\n\n<li><strong>A repeatable process:<\/strong> when the venue added a fourth city the following year, the setup absorbed it without new advice \u2014 the two questions gave the answer.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What other venues and organisers should take from this<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The pattern is common to every events business that grows beyond its own building. VAT does not follow your office; it follows your <em>event<\/em>, your <em>viewer<\/em> or your <em>building<\/em>, depending on what you are selling.
